We are also collaborating with universities to ensure that the advice provided benefits not only from decades of practitioner experience but also from cutting-edge knowledge developed by academic and research institutions.

Vickram Cuttaree

Founder and Managing Director

Vickram Cuttaree is the Founder and Managing Director of ISCA. He brings more than 25 years of global experience (Europe, Asia, Africa and Latin America) in economic development with a focus on regional integration, infrastructure systems and climate change. He joined the World Bank in 2003 through the Young Professionals Program and was recently Lead/Principal Strategist for Africa Regional Integration, and Program Leader in Infrastructure and Sustainable Development.

Vickram has provided policy advice, designed and implemented World Bank financed projects, and led complex technical assistance to regional, national and subnational Governments. He has authored or co-authored several policy notes and publications on topics related to sustainable development and infrastructure. He holds a master’s degree in engineering from the Ecole Nationale Supérieure d’Arts et Métiers, France and an MBA from Yale University, USA. In addition to English, he speaks French (native level), Spanish and Portuguese.
